LRTP Overview

The Long-Range Transportation Plan (LRTP) is a comprehensive and strategic roadmap that outlines transportation goals, objectives, and planned investments over an extended time frame, usually spanning 20 to 30 years. It is designed to address the various needs of Illinois' extensive transportation network, which encompasses highways and bridges, airports, bicycle and pedestrian facilities, public transit, freight rail, passenger rail systems, waterways, and more.

The LRTP serves as a guiding document for policymakers, transportation agencies, and stakeholders to aid in decision-making, funding allocation, and project prioritization.

Illinois Department of Transportation (IDOT) believes in the power of forward-thinking and comprehensive planning. Therefore, the plan is updated every five years. In doing so, Illinois’ transportation investments are aligned with the evolving needs of communities and promoting economic growth, environmental sustainability, and social equity.

Previous LRTPs

Illinois’ previous LRTP was released in spring 2019. It contained five goal areas which were economy, livability, mobility, resiliency, and stewardship.

Phase 1

Move Illinois, IDOT’s 2024 LRTP is occurring over three phases.

Our first phase of analysis and engagement informed themes and public preferences of goal areas for transportation. Data was collected from across the state through modal plans, in-person community events, an Advisory Group and a public survey. Over 3,000 responses were collected for this phase of the plan. Respondents provided their feedback on priorities for IDOT, what issues they face when traveling, how they travel, and more. Click the boxes to learn more.

Common themes appeared when analyzing the survey results. The top three priorities among all respondents were: Safety, Mobility, and Active Transportation. In the second phase, there is additional emphasis put on equity to ensure the plan is what is best for all Illinoisans.

Phase 2 (Current Phase)

The second phase focuses on potential goals and strategies to include in the plan based on results from phase one. The analysis of data and public input from phase one is ongoing, however, key ideas and patterns are starting to form. The main goals residents would like the plan to focus on are below. Accessibility and Equity will also be woven throughout each goal area. IDOT is encouraging equitable input and access in drafting the plan. To ensure the plan works for all residents the LRTP team is seeking feedback on potential goals and strategies from communities throughout the state. The focus is on strategies to achieve these transportation goals for the state. Starting with identifying objectives or measurable desired outcomes for each goal area. Then, developing strategies, actions aligned with achieving the objectives. Finally, incorporating performance measures for how to measure progress towards meeting the objectives.

Phase 3

The third and final phase before the plan is fully completed. This phase starts in Fall 2024 and includes taking all input received in the first two phases and other modal plans to create a draft of the 2024 LRTP.

Survey
